Velora City Law Enforcement Guidelines

These Law Enforcement Guidelines explain how authorised law enforcement agencies and government authorities may request information relating to users of Velora City.

Velora City (“Velora”) is operated by Cypherplay AI Ltd, Cyprus.

1. Requests for User Information

Velora respects the privacy and security of its users while complying with valid legal obligations.

Law enforcement agencies seeking information relating to a Velora user, account, event, Circle, business profile or other activity should submit a formal written request containing sufficient information for us to identify the relevant account or activity.

We will disclose user information only where we reasonably determine that disclosure is required or permitted by applicable law.

2. Requirements for Law Enforcement Requests

Requests should:

  • identify the requesting agency.
  • provide the name, title and official contact details of the requesting officer or authorised representative.
  • identify the relevant legal authority for the request.
  • include any applicable warrant, court order, subpoena or equivalent legal process.
  • clearly describe the information requested.
  • identify the relevant Velora account, username, email address, event or other available identifier and
    specify the relevant time period.

Requests should be appropriately signed or otherwise authenticated by the requesting authority.

Overly broad, informal or insufficiently supported requests may be rejected or require clarification.

3. Emergency Requests

Where there is an emergency involving an imminent risk of death or serious physical harm, authorised law enforcement agencies may submit an emergency disclosure request.

The request should clearly explain:

  • the nature of the emergency.
  • the person or persons believed to be at risk.
  • why the requested information is necessary.
  • the specific information requested; and official contact information allowing Velora to verify the requesting authority.

Submission of an emergency request does not guarantee disclosure. Each request will be assessed according to applicable law and the circumstances presented.

4. Preservation Requests

Authorised authorities may request preservation of specified account information while obtaining the appropriate legal process.

Preservation requests must clearly identify the relevant account or information and the legal basis for the request.

Preservation does not constitute disclosure of information.

5. Information That May Be Available

Depending on the relevant account, service and applicable retention periods, Velora may hold information including:

  • account registration information.
  • profile information.
  • account activity.
  • event and Circle information.
  • business or creator profile information.
  • transaction or subscription records.
  • IP address or device-related information
  • communications or content where retained by Velora and other records associated with use of the Platform.

The existence and availability of particular information is not guaranteed.

6. Payment Information

Some payments made through Velora are processed by independent payment service providers.

Certain payment information may therefore be held by the applicable payment processor rather than Velora. Authorities may need to direct requests for such information to the relevant payment provider.

7. User Notification

Unless prohibited by applicable law, court order or where notification could reasonably create a risk of harm or compromise an investigation, Velora may notify affected users about requests for their information.

8. International Requests

Cypherplay AI Ltd is established in Cyprus.

Requests from authorities outside the applicable jurisdiction may need to be made through appropriate international legal assistance, judicial or law-enforcement cooperation procedures.

Velora reserves the right to require appropriate legal process before disclosing information.

9. Data Protection

Velora evaluates law enforcement requests with regard to applicable privacy and data-protection requirements, including applicable European Union and Cyprus data-protection law.

Requests should be specific and proportionate to the legitimate law-enforcement purpose identified.

10. Requests We May Challenge or Reject

Velora may seek clarification, narrow or challenge a request where permitted by law if it:

  • lacks appropriate legal authority.
  • is excessively broad or disproportionate.
  • does not sufficiently identify the relevant account.
  • requests information that Velora does not possess.
  • conflicts with applicable law.
  • appears fraudulent or cannot be authenticated.

Law enforcement and government authorities should submit requests through Velora’s designated legal or law-enforcement contact channel.
