Velora City Acceptable Use Policy

This Acceptable Use Policy (“AUP”) applies to all users of the Velora City website, mobile applications, payment-enabled services, events, Circles, profiles, messaging, ticketing, subscriptions and other services made available through Velora City (collectively, the “Velora Services”).

Velora City is operated by Cypherplay AI Ltd, Cyprus (“Velora”, “we”, “us” or “our”).

This AUP forms part of the Velora City Terms and Conditions. By accessing or using the Velora Services, you agree to comply with this AUP.

1. General Requirement

Velora may only be used for lawful purposes.

Users must not use Velora to create, advertise, promote, arrange, facilitate, finance or disguise illegal, fraudulent, abusive or prohibited activities.

This prohibition applies whether an activity occurs entirely through Velora or whether Velora is used to initiate, advertise, arrange, facilitate, communicate about or receive payment for an activity occurring elsewhere.

Users are responsible for ensuring that their activities comply with all laws and regulations applicable to them.

2. Illegal Activity

Users must not use Velora in connection with:

  • criminal activity.
  • fraud or attempted fraud.
  • theft or handling stolen property.
  • money laundering.
  • terrorist financing.
  • sanctions evasion.
  • bribery or corruption
  • human trafficking or exploitation.
  • illegal gambling.
  • organised criminal activity.
  • tax fraud or deliberate tax evasion.
  • identity theft or impersonation for fraudulent purposes or any transaction, activity or service prohibited by applicable law.

Velora may restrict or suspend activity where we reasonably suspect that an account, transaction, event or service is connected with unlawful conduct.

3. Prohibited Goods and Services

Velora must not be used to sell, advertise, arrange, promote or facilitate prohibited or unlawful goods or services, including:

  • illegal drugs or controlled substances.
  • unlawfully supplied prescription medication.
  • weapons, explosives or other unlawfully regulated items.
  • stolen or counterfeit goods.
  • illegal gambling services.
  • fraudulent financial products or investment schemes or scams.
  • services involving sexual exploitation or trafficking.
  • unlawful adult services.
  • counterfeit or fraudulent identification documents.
  • malware, stolen credentials, hacking services or other malicious cyber services.
  • goods or services that unlawfully infringe intellectual property rights.
  • products obtained through theft, fraud or deception.
  • transactions designed to evade sanctions, export controls or other legal restrictions or any other goods or services prohibited by applicable law or by Velora’s payment, banking or technology providers.

Velora may impose additional restrictions where required by a payment provider, acquiring bank, card network, financial institution, app marketplace or applicable regulatory authority.

4. Payment Abuse and Transaction Laundering

Users must not misuse Velora’s payment, subscription, ticketing or other transaction functionality.

Prohibited conduct includes:

  • processing payments for goods or services not genuinely offered through the stated Velora transaction.
  • disguising or misrepresenting the true purpose of a payment.
  • creating fake events to process unrelated transactions.
  • selling fictitious or fraudulent tickets.
  • using event payments to receive proceeds from illegal activity.
  • artificially generating transactions.
  • knowingly using stolen, compromised or unauthorised payment credentials.
  • conducting unauthorised payment processing on behalf of third parties.
  • manipulating refunds, disputes or chargebacks.
  • laundering or attempting to legitimise proceeds of crime.
  • splitting, structuring or disguising transactions to circumvent controls.
  • using another person’s account to evade restrictions.
  • creating multiple accounts to circumvent a suspension or transaction limit or circumventing payment-provider, card-network or financial-institution restrictions.

Velora may delay, restrict, suspend or cancel transactions or accounts where fraud, transaction laundering, money laundering or other payment abuse is reasonably suspected, subject to applicable law and the requirements of our payment providers.

5. Events and Ticketing

Events advertised, promoted or ticketed through Velora must be genuine and accurately described.

Event organisers must not:

  • create fictitious events for payment processing.
  • materially misrepresent the location, organiser, purpose or nature of an event.
  • use ticket sales as a mechanism for prohibited transactions.
  • sell admission to unlawful activities
  • knowingly facilitate criminal conduct at an event.
  • sell tickets the organiser is not authorised to sell.
  • deliberately oversell tickets without disclosure.
  • advertise fraudulent or misleading events.
  • use Velora’s event functionality to circumvent this AUP.

Event organisers are responsible for complying with applicable licensing, permit, consumer-protection, tax, venue and safety requirements.

6. Harassment and Harmful Conduct

Users must not:

  • threaten or harass another person.
  • stalk another person.
  • encourage or incite violence.
  • publish credible threats.
  • engage in bullying or targeted abuse.
  • promote hatred or violence against protected groups.
  • encourage, promote or glorify self-harm.
  • disclose another person’s sensitive private information without lawful justification or consent.
  • blackmail, extort or intimidate another person.
  • use Velora to coordinate harmful or violent conduct.
  • repeatedly contact another user after that user has clearly indicated that contact is unwanted.

7. Sexual Exploitation and Safety

Velora has zero tolerance for sexual exploitation, human trafficking or child sexual abuse or exploitation.

Users must not use Velora to:

  • sexually exploit, traffic or coerce another person.
  • advertise or facilitate unlawful sexual services.
  • solicit or facilitate sexual activity involving a minor.
  • create, upload, request, distribute or promote child sexual abuse material.
  • sexually groom a minor.
  • threaten to distribute intimate images.
  • distribute intimate or sexually explicit images without the consent of the person depicted.
  • use deception, coercion, threats or financial pressure to obtain sexual activity or sexual material.
  • facilitate trafficking or exploitation through events, Circles, profiles, messaging or any other Velora feature.

Where required or permitted by law, Velora may report suspected child exploitation, trafficking or other serious criminal activity to relevant authorities.

8. Protection of Minors

Users must not use Velora in any way that exploits, endangers or inappropriately targets children or minors.

Prohibited conduct includes:

  • grooming or attempting to groom a minor.
  • requesting sexual images or sexual communication from a minor.
  • arranging unlawful sexual contact with a minor.
  • attempting to obtain a minor’s location for exploitative purposes.
  • impersonating a minor for predatory purposes.
  • promoting the sexualisation or exploitation of minors.
  • using Velora to facilitate any activity that places a minor at unreasonable risk of harm.

Velora may immediately suspend or terminate accounts where child-safety concerns arise and may preserve or disclose relevant information where required by law.

9. Dating, Social and Personal Interactions

Where Velora provides dating, social discovery, profile, messaging or connection features, users must interact lawfully and respectfully.

Users must not:

  • impersonate another person.
  • create materially deceptive identities for fraudulent or harmful purposes.
  • engage in romance scams.
  • solicit money through deception or emotional manipulation.
  • use dating or social features to promote prostitution or unlawful sexual services.
  • repeatedly send unwanted sexual messages or content.
  • use another person’s photographs without authorisation.
  • deceive users about commercial intentions where doing so would be materially misleading.
  • use Velora to target vulnerable individuals for financial, sexual or other exploitation.

Users remain responsible for their own interactions and should exercise appropriate care when meeting people offline.

10. Fraud, Scams and Deceptive Conduct

Users must not engage in deceptive practices, including:

  • phishing.
  • advance-fee scams.
  • romance scams.
  • fake investment opportunities.
  • pyramid or Ponzi schemes.
  • fraudulent fundraising.
  • impersonation scams.
  • fraudulent ticket sales.
  • false prize or giveaway schemes.
  • deceptive commercial solicitations.
  • obtaining money, credentials, property or information through material misrepresentation.

11. Spam and Platform Manipulation

Users must not:

  • send bulk unsolicited commercial messages.
  • operate automated accounts without Velora’s permission where such automation materially affects the service.
  • scrape or harvest user information in violation of applicable law or Velora’s Terms.
  • artificially inflate views, connections, referrals, event attendance, rankings or engagement.
  • manipulate Velora’s recommendation, ranking or referral systems.
  • create fake accounts to obtain referral rewards or promotional benefits.
  • distribute malware or malicious links.
  • interfere with the normal operation of the Velora Services.

12. Account and Identity Abuse

Users must provide accurate information where Velora reasonably requires information for account security, payment processing, verification or regulatory purposes.

Users must not:

  • fraudulently impersonate another person or organisation.
  • use stolen identity information.
  • sell or transfer accounts for fraudulent or prohibited purposes.
  • use another person’s payment method without authorisation.
  • falsify verification information.
  • create accounts to circumvent enforcement measures.

13. Intellectual Property

Users must not use Velora to knowingly infringe copyrights, trademarks or other intellectual property rights.

Users must not upload, distribute, sell or promote counterfeit goods or unauthorised copies of protected works where doing so violates applicable law.

Rights holders may report suspected infringement through Velora’s designated reporting channels.

14. Privacy and Personal Information

Users must not use Velora to unlawfully collect, publish, sell or distribute personal information.

Users must not:

  • publish highly sensitive personal information for the purpose of harassment or harm.
  • unlawfully obtain account credentials.
  • engage in phishing or credential theft.
  • misuse personal information obtained through Velora.
  • use Velora’s features to unlawfully track or monitor another person.

Use of personal information must comply with applicable privacy and data-protection laws.

15. Cybersecurity and Platform Integrity

Users must not:

  • introduce malware, ransomware, spyware or malicious code.
  • attempt unauthorised access to Velora systems or another user’s account.
  • probe, scan or test Velora systems for vulnerabilities without written authorisation.
  • conduct denial-of-service attacks.
  • circumvent authentication or security measures.
  • exploit vulnerabilities.
  • interfere with Velora’s infrastructure.
  • reverse engineer Velora where prohibited by law.
  • use Velora to attack or compromise third-party systems.

Responsible security research should be reported to Velora rather than exploited.

16. Sanctions and Restricted Activities

Users must not use Velora to circumvent applicable economic sanctions, trade restrictions or other legal prohibitions.

Velora may restrict access to services, transactions, accounts, jurisdictions or counterparties where reasonably necessary to comply with applicable sanctions, financial-crime requirements or restrictions imposed by payment and banking partners.

17. Circumvention

Users must not attempt to circumvent this AUP, the Velora Terms and Conditions or enforcement measures.

This includes using alternative accounts, third parties, misleading descriptions, external payment arrangements or technical measures for the purpose of continuing prohibited activity.

Conduct may violate this AUP even where individual components of the conduct would otherwise be permitted if the overall purpose is to facilitate prohibited activity.

18. Reporting Violations

Users may report suspected violations of this AUP through Velora’s available reporting, safety, support or contact mechanisms.

Reports should provide sufficient information for Velora to identify and assess the relevant account, event, Circle, message, transaction or content.

Velora may investigate reports and may request additional information where reasonably necessary.

19. Enforcement

Where Velora reasonably determines that this AUP has been violated, or where action is reasonably necessary to protect users, Velora or its payment partners, Velora may take proportionate action including:

  • removing or restricting content.
  • cancelling or removing events.
  • restricting messaging or other functionality.
  • restricting payment functionality.
  • cancelling or refunding transactions where appropriate.
  • temporarily suspending an account.
  • permanently terminating an account.
  • preventing creation of replacement accounts.
  • preserving relevant records.
  • cooperating with payment providers, financial institutions, app marketplaces or other service providers.
  • reporting suspected unlawful conduct to competent authorities where required or permitted by law.

Velora may take immediate action without prior notice where reasonably necessary to address fraud, security threats, exploitation, child-safety risks, serious criminal activity or other urgent risks.

20. Payment Provider and Financial-Partner Requirements

Velora’s payment functionality may rely on independent payment processors, acquiring banks, card networks and other financial-service providers.

Users must comply with applicable restrictions imposed by those providers.

A transaction or business activity may therefore be restricted through Velora even where the underlying activity is otherwise lawful if the activity is prohibited by a payment provider, card network, banking partner or other service provider used to deliver the Velora Services.

Velora may request information or documentation reasonably necessary to investigate transactions, comply with payment-provider requirements, address disputes or protect the integrity of the platform.

21. Cooperation With Authorities

Velora may preserve and disclose account, transaction, communication or other relevant information where required by applicable law, a valid legal process or a binding request from a competent authority.

Velora may also make reports to relevant authorities or organisations where required or permitted by law, including in circumstances involving suspected fraud, money laundering, terrorist financing, child exploitation, human trafficking, credible threats or other serious unlawful conduct.

Requests from law-enforcement authorities are handled in accordance with Velora’s Law Enforcement Guidelines and applicable law.

22. Changes to This Policy

Velora may update this AUP periodically to reflect changes to the Velora Services, applicable laws, regulatory requirements, safety standards or payment-provider requirements.

Where appropriate, Velora will publish the updated version and revise the “Last Updated” date.

Continued use of the Velora Services after an updated AUP takes effect constitutes acceptance of the updated policy to the extent permitted by applicable law.

23. Contact and Compliance

Questions, safety concerns or reports concerning this AUP may be submitted through Velora City’s official support or reporting channels.

Legal and regulatory enquiries should identify the relevant account, transaction, event or other matter and provide sufficient information for Velora to assess the request.
